Pres. Rita Karam

Rita Youssef Karam is a presiding judge at the Lebanese Council of State, and a lecturer, trainer, and legal expert in both the Lebanese and French legal systems.
Having served as a state counselor over the past two decades, interim chamber president, and member of the Council of Litigation within the Council of State, her work has encompassed drafting and revising key legislations and regulations and working on subjects spanning public, administrative, tax, and constitutional law.

In addition to giving lectures at the Institute of Judicial Studies and organizing conferences with international participants on key topics, such as Public-Private Partnerships (PPPs), she was recognized by the Foundation for Human Rights and Humanitarian Efforts for her contribution to justice, human rights, and humanitarian causes.

Judge Karam holds a Diploma in Judicial Studies along with training in judicial processes from the Institute of Judicial Studies, a BA in Lebanese & French Law from the Saint Joseph University of Beirut (USJ), and a BA in Philosophy along with continuous education in theology from the Holy Spirit University of Kaslik (USEK).
